			<content:encoded><![CDATA[<p>During the period of August through October, a small defense contracting firm located in Lawton, OK will require proposal writers and editors to augment their staff.  Part of this effort could be done via virtual work, and part will require physical presence in Lawton, OK.  The tasks to be performed include the following:</p>
<ul>
<li>Review, editing and revision of basic proposal drafts.</li>
<li>Review of proposal input against compliance matrix guidelines to insure compliance.</li>
<li>Interview of SMEs to acquire concept definition, and subsequent creation of proposal narratives to reflect the discussed concept.</li>
<li>Review and integration of changes into a proposal after color team reviews.</li>
<li>Final preparation and assembly of proposal volumes for submission.</li>
</ul>
<p>These proposal efforts will be focused on defense services opportunities, and do not require significant engineering or technical writing skills.  This work would be made available to individuals through consulting agreements, with compensation DOE.</p>

<li> Develop and implement capture strategies for the DI’s proposal  success.</li>
<li> Direct various phases of proposal preparation process.</li>
<li> Establish and maintain a master proposal schedule of current and  projected cycles.</li>
<li> Establish and maintain database for the proposal writers and review  teams.</li>
<li> Prepares proposal cost analysis and after action reports.</li>
<li> Analysis of Request for Proposal (RFP) requirements prepares  milestone schedules, outlines and cross references matrix to meet DI’s  proposal requirements.</li>
<li> Provide guidance and assistance to Proposal Managers in the  proposal preparation to acquire a final product.</li>
<li> Develop recommendations for Bid &amp; Proposal costs to address  Request for Proposal requirements and cost strategies.</li>
<li> Establish and maintain technical and proposal libraries for the  client.</li>
<li> Act as main point-of-contact for the assigned proposal in the  developmental stages.</li>
<li> Perform other duties as assigned.</li>
</ul>

<strong>Open-ended contract- </strong>at least 6 months could go a couple of years with  extensions to other projects.<br />

The Proposal Manager manages the entire proposal process from conception to completion, including outline, development, production, and quality control.</p>
<p><strong>DUTIES AND RESPONSIBILITIES:<br />
</strong></p>
<ul>
<li>Maintains close coordination with pursuit resources (e.g., Capture Manager) to ensure alignment of proposal effort to overall capture strategy.</li>
<li>Analyzes client Request for Proposals (RFP)/Request for Quotes (RFQ)/Request for Task Order (TOR) requirements documents and develops proposal resource and project plans to include schedules, plans, outlines/templates, and compliance matrices to control proposal development.</li>
<li>Incorporates strategy and win themes developed during capture process.</li>
<li>Manages resources and proposal processes to meet quality standards and deadline requirements.</li>
<li>Directs Volume Leads, Section Managers, Coordinators, and Production Managers.</li>
<li>Develops and monitors adherence to the proposal budget.</li>
<li>Analyzes the RFP/RFQ/TOR and resolves conflicts and interpretations and ensures Section L/M compliance.</li>
<li>Prepares for and schedules kick-off and review meetings.</li>
<li>Prepares the writer’s instructions for all participants.</li>
<li>Conducts compliance checks at each phase of the development.</li>
<li>Prepares for and conducts reviews (Pink, Red, Gold).</li>
<li>Prepares first draft of the Executive Summary.</li>
<li>Conducts daily reviews on the progress of the proposal.</li>
<li>Helps assemble past performance data and resumes.</li>
<li>Collects questions and delivers to the client.</li>
<li>Distributes answers to questions to the appropriate proposal team members.</li>
<li>Coordinates with all subcontractor team members.</li>
<li> Manages the proposal production and delivery process.</li>
<li>Signs off the final proposal before delivery.</li>
<li>Ensures proposal is delivered on time.</li>
<li>Conducts any post-delivery activities, such as response to evaluation notices.</li>
<li>Enhances professional knowledge throughout Eagle Systems by communicating information learned from memberships with the Association for Proposal Management Professionals and monthly publications, such as Capture Planning and Proposal Communications.</li>
<li>Unless specifically requested, the Proposal Manager typically has only coordination involvement in the Cost/Price Business Proposal.</li>
<li>Serves as the final authority on all proposal activities.</li>
<li>Performs other duties as required by the Vice President, Corporate Development.</li>
</ul>
<p><strong>SKILLS AND QUALIFICATIONS REQUIRED: </strong></p>
<ul>
<li>Bachelor’s degree in business, technical writing, journalism, communications, and/or related discipline required.</li>
<li>Minimum 5 years progressive proposal writing/proposal management or related experience required.</li>
<li>Working knowledge of military, proposal development, FAR, and government contracting.</li>
<li>Excellent oral and written communication skills.</li>
<li>Strong analytical, problem solving, and negotiation skills.</li>
<li>Excellent organizational, planning, and prioritization skills.</li>
<li>Ability to work independently and within the corporate team environment.</li>
<li>Ability to manage multiple relationships to accomplish proposal development goals and objectives.</li>
<li>Ability to manage multiple proposals simultaneously, often with fast turnaround times.</li>
<li>Strong team leader with the ability to influence others.</li>
<li>Advanced skill level using Microsoft Office suite.</li>
<li>Ability to work well under pressure.</li>
<li>Strict adherence to all local, state, federal regulations as well as Eagle Systems policies regarding acquisition practices and ethics.</li>
<li>Ability to establish a solid working relationship with customers, technical staff, managers, and peers.</li>
<li>High tolerance for the unexpected or unplanned.</li>
</ul>
<p><strong>SKILLS AND QUALIFICATIONS DESIRED: </strong></p>
<ul>
<li>Masters degree in business related field.</li>
<li>Minimum 10 years proposal management experience in the federal government marketplace.</li>
